Francis J. Harding is an Executive Vice President and Chief Accounting Officer of NextWave Wireless. Mr. Harding has served 18 years in senior financial management roles for international wireless carriers and wireless technology development companies.
Prior to joining NextWave, Mr. Harding served as Vice President, Network Finance and Vice President, Finance for Leap Wireless International. He previously served ten years at QUALCOMM, Inc., where he held senior positions, including Vice President, Corporate Controller, Vice President Finance, CDMA and Vice President Finance, International.
Formerly, Mr. Harding served as Executive Vice President and CFO of Monitor Technologies, Inc., in addition to senior financial roles at LORAL Corporation. Mr. Harding earned a bachelor degree in mathematics from the University of Massachusetts and an MBA from Alliant International University.

Frank A. Cassou is Executive Vice President, Corporate Development and Chief Legal Counsel and Secretary of NextWave Wireless. Mr. Cassou held similar positions at NextWave Telecom Inc., which he joined in 1996.
Prior to joining NextWave, Mr. Cassou was a partner at the law firm of Cooley Godward LLP, where he practiced corporate law representing telecommunications and technology companies. He was outside corporate counsel to QUALCOMM Inc. from June 1991 through February 1996, representing the company in its public financing and acquisition transactions, licensing agreements and the formation of strategic partnerships.

Roy D. Berger is Executive Vice President of Corporate Marketing and Communications for NextWave Wireless. Mr. Berger joined NextWave Telecom in 1996 as Vice President, Business Planning and subsequently served in a number of executive marketing and business development positions. Prior to joining NextWave, Mr. Berger spent ten years at NYNEX, where he held senior management positions in both the telecommunications and computer retailing/distribution divisions, including Vice President-Personal Communication Services and Vice President-Marketing for NYNEX Mobile Communications. Before joining NYNEX, Mr. Berger held senior management positions with several leading companies in the personal computer retailing industry.
Mr. Tony Wolf serves as Senior Vice President and Chief Information Officer for NextWave Wireless. Mr. Wolf brings over twenty years of progressive technical management experience to NextWave. Prior to joining NextWave, Mr. Wolf was Senior Vice President of International Technology for DIRECTV, where he launched DIRECTV Japan, and various DIRECTV operations throughout Latin America. During this time, Mr. Wolf was also on the Technical Advisory Committee guiding the launch of XM Satellite Radio. He served as CIO for two years supporting the DIRECTV US operations. Prior to joining DIRECTV, Mr. Wolf was head of IT for LA Cellular, supporting all aspects of wireless support systems. Mr. Wolf also spent eight years heading the Systems Group for Paramount Pictures developing television production and distribution systems. Mr. Wolf's career started in New York as a computer auditor with Coopers and Lybrand, and Chase Manhattan Bank. Mr. Wolf holds a MA Degree from the New School University in New York City and a BA degree from the University of Montana.
Roger Marks is Senior Vice President, Industry Relations, for NextWave Wireless. Mr. Marks chairs the IEEE 802.16 Working Group on Broadband Wireless Access and has done so since he initiated the effort in 1998. He also serves the IEEE 802 as a member of the Executive Committee and as China Liaison Official. From 1989-2006, Mr. Marks was a physicist with the National Institute of Standards and Technology (NIST), a U.S. Department of Commerce laboratory in Boulder, Colorado, USA. Mr. Marks earned an A.B. in Physics from Princeton University, an M.S.E.E. from the University of Utah, and a Ph.D. in Applied Physics from Yale University. Author of over 80 publications, his awards include the 2003 Individual Governmental Vision Award from the Wireless Communications Association, a 1995 IEEE Technical Field Award, and five U.S. Department of Commerce medals. Mr. Marks developed the IEEE Radio and Wireless Conference and chaired it from 1996 through 1999. He is a Fellow of the IEEE and served as an IEEE Distinguished Lecturer for seven years.

Douglas F. Manchester (Papa Doug) has served on our Board of Directors since our founding. He is also chairman of Manchester Financial Group LP. Mr. Manchester is one of San Diego’s leading private developers. His development projects include hotels, high-rise office buildings, residential properties, industrial parks and championship golf courses and resorts.
Mr. Rosen, 61, has served as a director of the Company since its inception. Mr. Rosen is chief executive of several commercial and residential real estate firms and the current Chairman of the American Jewish Congress. In addition, Mr. Rosen oversees a wide array of healthcare, cosmetic and telecommunications business ventures throughout the U.S., Europe and Asia. Active in international government and political affairs, Mr. Rosen has participated in numerous commissions and councils for President Bush and former President Clinton. Mr. Rosen is currently a member of the Council on Foreign Relations.
