Founded in 1987, Municipal Administrative Services, Inc. (MAS) has provided specialized franchise and rights-of-way management consulting services to over 100 clients in 17 states. MAS is recognized nationally as an innovative management consulting firm specializing in strategic research and planning. One of the greatest challenges facing government, pipeline companies and utilities is how to maintain a balance between providing rights-of-way access and providing fees for its use. Because franchise and right-of-way lease agreements often extend for long periods of time (five, ten, fifteen, twenty or more years), most clients are not prepared to effectively renegotiate the next agreement.
