Mr. Berkman joined the Firm as an associate in 1978 and was admitted to the partnership in 1985. Prior to joining the Firm, Mr. Berkman was a Staff Attorney with the United States Securities and Exchange Commission for two years. He has extensive experience in a wide range of revenue and general obligation bond financings. Presently, Mr. Berkman specializes in housing and health care facility financings and has been the partner in charge of the Firm's representation of the New York City Housing Development Corporation, the New York State Housing Finance Agency and the Dormitory Authority of the State of New York (as well as the New York State Medical Care Facilities Finance Agency, a predecessor of the Dormitory Authority) for several years. Among the other clients that Mr. Berkman has served in the role of Bond Counsel are the Battery Park City Authority, the Oklahoma Housing Finance Agency, the New Jersey Housing and Mortgage Finance Agency, several industrial development agencies (including the New York City Industrial Development Agency, the Erie County Industrial Development Agency and the Finance Authority of Maine) and the Maine Municipal Bond Bank. He has also served as underwriters' counsel to virtually all the major investment banking firms. In addition, Mr. Berkman has represented Marine Midland Bank in transactions involving the Bank's purchase of industrial development bonds and the issuance of the Bank's Letter of Credit. He has also represented the District of Columbia Financial Responsibility and Management Assistance Authority in connection with certain financings of the District of Columbia.

Charles Moerdler is a member of the firm's Executive Committee at Stroock, Stroock and Lavan where he concentrates in litigation, health care, international law, real estate, labor law, administrative law, and zoning. His extensive experience includes acting as outside general counsel to one of the nation's largest health maintenance organizations, one of the nation's largest hospitals, and a large New York City daily newspaper. Mr. Moerdler has also represented several prominent real estate developers and public employee unions. His twenty years in private and public sector practice includes experience as Commissioner of Buildings for the City of New York, real estate and development consultant to the Mayor during the Lindsay administration, and member of New York City's Air Pollution Control Board. Mr. Moerdler served as Commissioner of The New York State Insurance Fund under Governors Carey, Cuomo, and Pataki, the latter of which appointed him to serve as Chairman. He currently serves by appointment of the Governor as a member of the New York City Housing Development Corporation. Mr. Moerdler has litigated in the U.S. Supreme Court, the U.S. Court of Appeals across the country, in numerous state courts, and before various foreign tribunals. He has served as Special Counsel to the New York State Assembly Committee on Judiciary and to the New York State Assembly Committee on the City of New York. Currently, Mr. Moerdler serves as a member of the Committee on Character and Fitness. He is a member of the Mayor's Advisory Committee on the Judiciary. In the community, Mr. Moerdler was a trustee of the Long Island University and is on the Board of Overseers of the Jewish Theological Seminary of America. He is currently a trustee of the St. Barnabas Hospital.
