Richard J. Berman was elected by the Board to serve as its non-executive Chairman in June 2007, having served as C.E.O. of the Company from January 2006-June 2007, and on the Board of Directors since 2002. Since 2001, Mr. Berman has served as a Director and/or Chairman of several public and private companies. Mr. Berman currently serves as Chairman of National Investment Managers, a public company in pension administration and investment management; Chairman of Candidate Resources, a private company delivering HR services over the web, and Chairman of Fortress Technology Systems (homeland security). Mr. Berman is a director of eight public companies: Dyadic International, Inc. (AMEX: DIL), Broadcaster, Inc. (OTC: BCSR.OB), Internet Commerce Corporation (Nasdaq: ICCA), MediaBay, Inc. (Nasdaq: MBAY), NexMed, Inc., National Investment Managers (OTC: NIVM.OB), Advaxis, Inc. (OTC: ADXS.OB), and NeoStem, Inc (OTC:NEOI.OB). He is a past Director of the Stern School of Business of NYU, where he obtained his BS and MBA. He has U.S. and foreign law degrees from Boston College and The Hague Academy of International Law, respectively.

Ms. Liu was appointed to serve as President and Chief Executive Officer of the Company in June 2007, at which time she was elected to the Board of Directors for a three-year term. Ms. Liu served as Executive Vice President and Chief Operating Officer from June 2006 to June 2007, and as Secretary since 1995. Ms. Liu served as our Vice President of Corporate Affairs from September 1995 until December 2005, Acting Chief Executive Officer from December 2005 until January 2006, Chief Financial Officer from January 2004 until December 2005, Acting Chief Financial Officer from 1999 to January 2004 and Treasurer from September 1995 through December 2005. In 1994, while the Company was in a transition period, she served as Chief Executive Officer. From 1985 to 1994, Ms. Liu was a business and investment advisor to the government of Québec and numerous Canadian companies with respect to product distribution, technology transfer and investment issues. Ms. Liu received her MPA in International Finance from the University of Southern California and her BA from the University of California, Berkeley.

Mr. Pandya was appointed to the newly created position of Vice President and Chief Operating Officer in October 2007. Most recently, Mr. Pandya served as Chief Commercial Officer for Putney, Inc., a start-up veterinary pharmaceutical company. From August 2005 to December 2006, and prior to its merger with Watson Pharmaceuticals, Inc., Mr. Pandya was Senior Vice President of Business Development and Strategic Alliances for Andrx Pharmaceuticals, Inc., where he managed the licensing and co-development opportunities with strategic global partners. From August 2002 to August 2005, Mr. Pandya served as Vice President of Corporate Development and Commercial Operations for Able Laboratories, Inc. Prior to August 2002, Mr. Pandya served in various senior management positions with Ivax Pharmaceuticals, Inc. and Faulding/Purepac Pharmaceutical Company (subsequently Alpharma, Inc.). Mr. Pandya received his BA from Rutgers University.

Mr. Westgate was named Vice President and C.F.O. in December 2005. Mr. Westgate served as Controller from 2002-2005. Prior to joining NexMed, Mr. Westgate was Controller and Director of Finance for Lavipharm Laboratories Inc. from 1998-2002. Mr. Westgate was also a supervisor at Richard A. Eisner & Company, LLP where he performed audits and provided tax advice for many clients in various industries including the biotech industry. Mr. Westgate is a Certified Public Accountant and a member of the New York State Society of Certified Public Accountants. Mr. Westgate holds a B.B.A. in public accounting from Pace University.

Senior Director of Pharmaceutical Operations January 2006-present. Director of Pharmaceutical Operations 1996-2005. Prior to that, Senior Research Scientist for Whitehall-Robins and Director of Manufacturing for Greenwich Pharmaceuticals. B.S. in Chemistry from St. Joseph's University in Philadelphia.

Assistant Director of Investor and Public Relations since 2000. Regional Sales Manager with The Journal of Commerce, a division of The Economist Group 1995-2000. Various supervisory positions in Sales, Marketing and Contract Administration with The Journal of Commerce 1989-1995. B.A. degree from The State College of New Jersey with additional course credits from New York University.

Director of Human Resources since January 2004. Senior Human Resources Consultant with Merck & Company from 2002-2003. From 1991-2002, served as Director of Human Resources for Ivy Hill (A Time Warner Company), Dataram Corporation, and Ariel Corporation. M.S.I.L.R. from Cornell University/Baruch College; B.A. from Union College; Holds SPHR certification.

Senior Director of Pre-Clinical Affairs since 1999. Various Research & Development executive positions specializing in transdermal delivery systems with pharmaceutical companies that include Lavipharm and Pharmetrix. Ph.D. in Pharmacology and Toxicology from Purdue University School of Pharmacy and Pharmaceutical Sciences; author of over 95 scientific papers.

Arthur D. Emil, Esq. has serves as a director since April 15, 2005. Mr. Emil has been a practicing attorney in New York City for over fifty years, including with Kramer Levin Naftalis & Frankel, from 1994 to 2003 and with Jones Day Reavis & Pogue prior to that. In 2003, Mr. Emil joined Cohen Tauber Spievack & Wagner LLP. Mr. Emil is a principal owner and Chairman of Night Sky Holdings LLC, a company which owns several restaurants now operating in the New York area, which included Windows on the World, and operated the Rainbow Room from 1986 until December 1998. Mr. Emil is the founding principal and shareholder of two real estate development firms with commercial, residential and mixed-use properties in Connecticut and New York. Mr. Emil is a director of NexMed, Inc. Mr. Emil has also served as a director of other publicly held corporations including some in the financial services sector. Mr. Emil has served as trustee for various non-profit organizations including The American Federation of Arts and the Montefiore Medical Center. Mr. Emil received his LLB from Columbia University.

David S. Tierney, M.D. has served as a member of our board of directors since October 2002. Dr. Tierney has served as the president and chief executive officer of Valera Pharmaceuticals, Inc. a specialty pharmaceutical company, since 2000 and has served as a director since 2001. From January 2000 to August 2000, Dr. Tierney served as President of Biovail Technologies, a division of Biovail Corporation, a Canadian drug delivery company, where he was responsible for all of Biovail's research and development, regulatory and clinical activities. From March 1997 to January 2000, Dr. Tierney was Senior Vice President of Drug Development at Roberts Pharmaceutical Corporation, where he was responsible for all research and development activities, and for drug development, medical affairs, worldwide regulatory affairs and chemical process development, as well as being part of the executive management team. From December 1989 to March 1997, Dr. Tierney was employed by lan Corporation, a pharmaceutical company, in a variety of management positions. Dr. Tierney received his medical degree from the Royal College of Surgeons in Dublin, Ireland and was subsequently trained in internal medicine.
