Hal Kassoff is a Senior Vice President with Parsons Brinckerhoff (PB) responsible for providing leadership in emerging highway-related practice areas. Hal has guided the development of a workshop on Sustainable Highways which he has delivered to clients and PB Professionals worldwide. He also led a team that produced PB's reference guide for Concepts in Contextual Highway Design. Prior to joining PB, Hal spent 25 years with the Maryland Department of Transportation, including 6 years as Director of Planning and Preliminary Engineering and 12 years as State Highway Administrator. During Hal's tenure, SHA was recognized for its aesthetic and environmentally sensitive bridges and highway designs. Hal has been a frequent speaker and has published a number of articles on Context Sensitive Highway Design and Sustainable Highways.

Emil Frankel is a principal consultant of PB Consult, the management and strategic consulting unit of Parsons Brinckerhoff, an international consulting, engineering, and program management organization. He is also a senior vice president of Parsons Brinckerhoff. Before joining Parsons, Mr. Frankel was assistant secretary for transportation policy at the U.S. Department of Transportation, where he played a key role in coordinating and developing the Bush administration's proposal to reauthorize the federal highway, transit, and highway safety programs. He also provided leadership in such areas as intermodal freight transportation, reform of the intercity passenger rail system, transportation infrastructure project financing, and the application of information technologies to transportation systems operations and maintenance. From 1991 to 1995, he served as commissioner of the Connecticut Department of Transportation, where he was responsible for managing more than 4,100 employees and an annual budget of $1 billion. Mr. Frankel is chairman of the American Association of State Highway and Transportation Officials' Standing Committee on the Environment. He earned his bachelor's degree from Wesleyan University and his LL.B. from Harvard University, and was a Fulbright Scholar at Manchester University in the United Kingdom.

Hugh Inglis, Senior Vice President of PB's Alltech subsidiary, first became acquainted with the firm as part of another company his own, to be exact. He was co-owner and president of Downeast Management Associates, which served as a subcontractor on PB's first inspection contract with the Federal Emergency Management Agency (FEMA) in 1995. Hugh was later asked to join PB and, nearly eight years later, he remains an integral part of PB's work on behalf of FEMA, serving as Project Manager for the Housing Inspection Services project. The project has become vital to FEMA's efforts over the last two years, considering the devastation brought by hurricanes to Florida in 2004 and to the Gulf Coast in 2005. As project manager, Hugh directs PB's efforts in assembling, training and deploying teams of inspectors, field incident managers and computer operations personnel to provide housing inspection services in presidentially declared disaster areas. These housing inspectors perform damage assessments of real and personal property for both owners and renters so that they can quickly receive the funds necessary for repairs. Teams are mobilized within 24-hours notice and inspect damaged homes through handheld computers that send data to a central processing center. "It has been a challenging and gratifying experience since I joined PB; we have a great team and this has been a fantastic project," Hugh says. "This is a project where the rewards come at the end of the day, and you realize that you've made a difference in the lives of many people." When hurricanes Katrina and Rita battered the Gulf Coast in August and September 2005, FEMA asked PB to double its contracted capacity, from 7,500 inspections to 15,000 per day with a maximum of 18,000 in one day. Since Hurricane Katrina first made landfall, PB inspectors have performed more than 1 million inspections. "This has taken a tremendous effort on the part of our staff," Hugh says. "Their ability to accomplish what they did is a testimony to the project team, which worked seven days a week." Hugh says the biggest challenge that PB faced in the aftermath of Hurricane Katrina was performing a service that was not part of the original scope of the contract. When FEMA asked PB if it could help register applicants for financial disaster aid, the firm deployed 700 inspectors to evacuee shelters throughout the Gulf Coast "a major accomplishment," he says. And although things have slowed considerably compared to the turmoil of the 2005 hurricane season, PB continues to provide services helping the clean-up efforts in the region. Bill Roman, President of PB Facilities, says, "Hugh has done an unbelievable job managing the FEMA Housing Inspection Services project for nearly six years, especially during the past two hurricane seasons. Over the space of six weeks, he successfully managed an inspector staff that grew from a half-dozen to more than 2,400 while working in the most devastated areas along the Gulf Coast." Hugh has a long history with FEMA that extends beyond his current role. He served as Project Manager for the agency's development of new standards for the construction, outfitting, transportation, installation and maintenance of manufactured homes. In addition, he helped to develop FEMA's Condominium Inspection Program, ensuring that condominiums located in floodplain areas comply with the agency's Flood Insurance Program.

David Hutchison is Rail Business Unit Manager of Parsons Brinckerhoff in Scotland. He graduated from the University of Glasgow in 1975 and has been employed in consulting engineering since then, having worked for Halcrow, James Williamson and Partners and Rendel Palmer and Tritton before taking up his present appointment. David spent three years in Saudi Arabia in the early 1980s on the Commercial Harbour of the Port of Jubail before returning to the UK to work on the supervision of construction of the M4 to M40 Section of the M25. More recently he was Project Director for the design of the Edinburgh Tram system. He is Vice President of the ICE with responsibility for Finance and Business Management. He has been a Member of Council since 2003. David is a Past Chairman of Glasgow & West of Scotland Region and has served on that committee as Honorary Treasurer, then as Vice Chairman before becoming Chairman in September 2002. He is an enthusiastic supporter of the modernisation process being undertaken by the Institution at present, and is passionate about bringing the work of Council and of the Regions more closely together thereby increasing recognition of the importance of the role of the Regions in the future prosperity of the ICE.

Born and raised in Israel, Yifat Peled has been living in the US for the past 7 years. Andrew Hodgkinson is National Technical Leader, Sustainable Production with Parsons Brinckerhoff (PB) . His background is as a Chemist with 20 years experience in industry and consulting. Kelly Croke, a Civil Engineer in PB's Cardiff, United Kingdom, office, is one of the many employees who has benefited from the range of opportunities offered by the PGN. Now serving as PGN Chair for the Europe-Africa-Middle East (EAME) region, she is giving back to the network by working to improve the program and spreading the word to her fellow colleagues. Spreading the word happens to be the major challenge currently facing the PGN, Kelly says. The organization, which is comprised of four regions Americas, EAME, Australia/New Zealand (Southern Cross) and Asia is moving to boost its profile within PB so that it is mentioned as a matter of course to new employees upon their arrival. "We want employees to know that the PGN is there for everyone as a tool for professional and personal development," she says. "We would like to ensure that we get more people involved, and make the group really inclusive." One of the PGN's most essential components is the mentoring program, which Kelly likens to PB's version of a "buddy system." A PGN representative in each office takes a new employee under his or her wing and gets the employee involved with community activities and professional development competitions, along with providing valuable networking experience.
Megan Stanley is a principal consultant responsible for developing PB Consult's Project Delivery and Process Streamlining practice, an advisory service which assists clients in addressing the environmental, statutory, political and community concerns regarding timely project delivery. While the traditional environmental and engineering consultant is focused on technical review and analysis associated with the pre-design phase of a project, Ms. Stanley brings the unique combination of strategic, legal and regulatory advice needed to help resolve complex issues during large-scale project development. Prior to joining PB Consult, Ms. Stanley served as Majority Counsel (2000-2001) and Minority General Counsel (2001-2002) for the U.S. Senate Committee on Environment and Public Works.
