Allan Goldstein's practice focuses on real estate finance, commercial development, and real estate investments. Specifically, Mr. Goldstein represents developers and owners of real estate in connection with the acquisition, financing, developing, leasing, and disposition of real estate projects, while also advising equity investors in a wide variety of real estate projects and tenants in commercial leasing transactions. In addition, Mr. Goldstein assists clients in a number of lending transactions. He counsels banks, savings and loan associations, insurance companies, and other financial institutions, as well as borrowers, in connection with a broad range of financing transactions, including the financing of real estate projects (their acquisition, construction, and permanent financing). Donald V. Moorehead is a partner in the Washington, D.C. office of Patton Boggs LLP. He is Vice Chairman of the firm's Executive Committee and is Co-Chair of its Private Capital and Investment Group. Mr. Moorehead assists clients in a broad range of tax and business planning matters and in related public policy projects. In tax and business planning, he concentrates on matters affecting private investment funds and fund managers, including U.S. taxation of non-US investors and funds; swaps and other derivatives transactions; mergers and other business transactions; and US taxation of income earned by US-based businesses from their international operations. Ms. Moran has had substantial transactional experience in energy and telecommunications mergers, acquisitions and strategic investments. She has represented lenders on federal and state energy regulatory matters involving the acquisition of generating projects and preparation of necessary state and federal applications for approval necessary to close such transactions. Ms. Moran has experience in administrative litigation before the FCC and the District of Columbia Circuit. She is currently representing a client in the first FCC cellular license renewal challenge. Ms. Moran also assists clients in minimizing liability associated with FCC and Federal Trade Commission (FTC) do-not-call regulations and the FCC rules related to political broadcasting.
Jeffrey Haas counsels clients on corporate and securities matters, bank regulatory issues, executive compensation and employee benefits and corporate governance matters. Mr. Haas counsels companies operating throughout the United States, with a particular emphasis on financial services companies, including banks, savings institutions, mortgage and specialty financial companies, credit unions, insurance companies, broker-dealers and investment funds, on issues involving initial and secondary public offerings and private placements of debt and equity securities. These include offerings of common stock, preferred stock, debt securities, convertible debt and equity securities, warrants and hybrid instruments such as trust preferred securities. Mr. Haas also represents selling stockholders and investment banks with respect to all of the foregoing transactions. In addition, Mr. Haas facilitates mergers, acquisitions, asset sales and acquisitions, leveraged and management buyouts and other corporate reorganizations. He also provides general counseling and assistance on anti-takeover and tender offer defenses, regulatory and compliance matters and tax and business planning. Joseph E. Schmitz is Chief Operating Officer and General Counsel of The Prince Group, which owns, among other companies, Blackwater USA. Mr. Schmitz recently took over the responsibilities of Chief Operating Officer and General Counsel of The Prince Group after serving for three and a half years as Inspector General of the Department of Defense. President George W. Bush nominated Joseph E. Schmitz to be the Inspector General of the Department of Defense (DoD) on June 18, 2001. The Senate confirmed him on March 21, 2002. The Inspector General reports directly to the Secretary of Defense. The statutorily "independent and objective" Office of Inspector General (OIG) employs approximately 1,250 civilian and military officers and employees, primarily auditors, inspectors, and investigators, with an annual budget of approximately $200 million. The DoD OIG includes as major subcomponents the Defense Criminal Investigative Service (DCIS) and the Defense Financial Auditing Service (DFS). Based on post-Enron independence standards, the Inspector General is the only DoD Officer qualified to issue opinions on the financial statements of the Department of Defense, the annual budget for which exceeds $400 billion. As the sole DoD representative on the President's Council on Integrity & Efficiency (PCIE) and, by law, "the principal adviser to the Secretary of Defense for matters relating to the prevention of fraud, waste, and abuse in the programs and operations of the Department," Inspector General Schmitz chairs the Defense Council on Integrity & Efficiency (DCIE), the members of which include component heads of the Audit, Inspection, and Investigative units of the military departments, and the Inspectors General of the other DoD agencies and major components. The Inspector General also serves as President of "DoD OIG University," established in 2004 to serve the "teach & train" needs of DCIE members, consistent with the Inspector General's statutory duty to "give particular regard to the activities of the internal audit, inspection, and investigative units of the military departments with a view toward avoiding duplication and insuring effective coordination and cooperation." From 1987 to 2002, Mr. Schmitz' private-sector law practice focused on complex civil litigation, aviation regulatory matters, international trade, administrative law, and constitutional appellate litigation, most recently as a partner at PATTON BOGGS LLP.

Kathleen Lester provides legal and strategic advice to clients on legislative and regulatory matters involving Medicare and Medicaid coverage and reimbursement, quality, federal health care funding, health information technology, and medical and Internet privacy -- including the Health Insurance Portability and Accountability Act (HIPAA) regulations, other federal and state privacy laws, as well as the European Union Privacy Directive. Ms. Lester practices at the intersection of health care law and public policy. She focuses her practice on finding solutions to her clients' problems by assisting with compliance programs or by seeking legislative or regulatory modifications. She has worked with health care providers and suppliers to modernize their payment structures within the Medicare program. She also assists non-profit organizations navigate the complex maze of federal funding and the authorization process for public health programs. She helps clients identify and resolve issues that arise from creating, collecting, maintaining, using, and disclosing personal health information. Ms. Lester has served a wide variety of health care providers, including physicians, dialysis facilities, hospitals, long-term care providers, home oxygen suppliers, pharmaceutical manufacturers, device companies, and patient organizations. She also has assisted with the formation and growth of industry-wide coalitions. Ms. Lester has experience in all three branches of the federal government. Prior to joining the firm, Ms. Lester served as a privacy consultant in the Office of General Counsel to the U.S. Department of Health and Human Services (HHS), where she finalized the HIPAA Privacy Rule. Ms. Lester also served as law clerk to the Honorable Michael S. Kanne, Circuit Judge, U.S. Court of Appeals for the 7th Circuit and worked for Senator Richard G. Lugar (R-IN). During her time at Johns Hopkins, Ms. Lester served on a number of research and review boards, including the Human Genome Project's Ethical, Legal, and Social Issues Working Group. She has an undergraduate degree in biology with an emphasis on microbiology and genetic research.
Ms. Hambrick was previously licensed as a certified public accountant and practiced in this capacity for approximately six years. Before joining Patton Boggs, Ms. Hambrick served as senior tax manager in the National Tax Department of a national professional services firm, where she specialized in the taxation of partnerships and limited liability companies. In this position, she was responsible for the structure and implementation of complex foreign and domestic transactions involving partnerships and limited liability companies.
Kevin Houlihan advises clients on corporate and securities matters, bank regulatory issues, executive compensation, and employee benefits and corporate governance matters. Sean Clancy is a member of the Tax and Employee Benefits practice groups at Patton Boggs. His principal areas of concentration include corporate taxation, the tax aspects of securitizations, and executive compensation. Alexandra Metzner assists clients on a wide range of business law issues. Caitlin McCormick advises clients on numerous legislative and regulatory matters pertaining to health care. Ms. McCormick keeps her clients informed of recent changes in health care laws and works to advocate her clients' interests to lawmakers. In addition, she counsels clients on issues related to investigations of health care fraud. Before joining Patton Boggs, Ms. McCormick worked with the Harvard School of Public Health Human Subjects Committee, where she advised the Committee regarding the Federal False Claims Act and its application to academic medical centers. She also researched international laws governing human subject research and assisted researchers in navigating these laws. Previously, while at the National Research Center for Women and Families, she advocated health policy issues relating to the FDA and federal funding of cancer research.
Liz Stafford has worked on intellectual property matters for more than 15 years and in the legal field for nearly 30 years. Jennifer Cetta advises and represents a diverse array of commercial and non-commercial educational clients with business strategy and public policy concerns in the areas of wireless, wireline, media, and broadband communications before the Federal Communications Commission (FCC), Congress, and the Administration. Ms. Cetta has counseled numerous clients on various legislative, regulatory, and public policy strategies. She is highly knowledgeable in the area of universal service reform, particularly matters related to the Schools and Libraries (E-rate), High Cost, and Rural Health Care support programs. She advises clients on Eligible Telecommunications Carrier (ETC) designation requirements and filings before the FCC, as well as on matters of regulatory compliance, spectrum policy, enforcement, tower siting and National Environmental Policy Act (NEPA) compliance, and information technology. She also is well versed on spectrum relocation, privacy compliance, regulatory forbearance, foreign ownership, E-911, and homeland security issues. Ms. Cetta's other professional experience includes employment with a prominent national wireless telecommunications carrier where she represented the company on legislative, regulatory, and business matters; a major national law firm; and an energy industry trade association. Prior to law school, Ms. Cetta was a White House correspondent covering education and labor issues before Congress and the Administration. She also covered state politics as a journalist in North Carolina and Pennsylvania.
Julie Crain focuses her practice on general commercial civil litigation with an emphasis on antitrust issues. Ms. Crain has represented clients in litigation and pre-litigation counseling matters in many fields, including antitrust, banking, telecommunications, toxic tort, health care, and employment. She has successfully argued preliminary and dispositive motions and engaged in numerous aspects of litigation before state and federal trial and appellate courts and administrative agencies, as well as in alternative dispute resolution. Ms. Crain has also counseled and litigated on behalf of clients in the area of deceptive advertising and unfair competition before the Federal Trade Commission (FTC) and other administrative agencies.
Kevin McCart represents clients in litigation at the trial and appellate levels. Mr. McCart has successfully argued numerous cases in federal district and circuit court. Before joining Patton Boggs, Mr. McCart served as an active duty Army Judge Advocate in the Army's Litigation Division, representing the Department of Defense, Department of the Army, and their officials in federal litigation across the country. He defended cases from the earliest stages of restraining orders, injunctions, and motions through the resulting appeals. Mr. McCart also served as the Brigade Legal Advisor for the 173rd Airborne Brigade during Operation Enduring Freedom, providing legal advice on military prosecutions, contract law, detainee operations, reconstruction, rules of engagement/ law of war, international agreements, and Afghanistan rule of law development to a multinational brigade responsible for combat and reconstruction operations for an area the size of Great Britain. In addition, he worked as a military felony prosecutor trying both bench and jury trials.
In addition to working on complex federal actions including Seventh and Eleventh Circuit appeals Ms. Bachman has drafted a United States Supreme Court amicus curiae brief on behalf of Members of Congress, relating to state bans on direct shipments of wine by out-of-state wineries. She is also highly knowledgeable in arbitration and other forms of alternative dispute resolution, and has arbitrated commercial and employment matters under the American Arbitration Association and JAMS rules.
Melanie Gerber, the firm's first public service counsel, advises clients on a broad range of legal issues; her practice includes not only pro bono advocacy and case management, but also recruiting, training and supervision of volunteer attorneys and paralegals; community outreach; and administration of the firm's national public service program and award-winning education partnerships. Under her direction, the firm provides volunteer representation for hundreds of individuals and nonprofit organizations in Washington DC, Northern Virginia, Dallas, Denver and Anchorage. Ms. Gerber works with an active firm wide Pro Bono Committee to develop a dynamic, diverse pro bono program that includes a rich variety of cases in the areas of civil rights, community economic development, housing, family law, child welfare, international human rights, environmental and consumer issues, AIDS/HIV advocacy, immigration and political asylum, transactional and corporate projects, disability rights, landlord-tenant matters, veterans appeals, and legislative advocacy. Ms. Gerber's public interest background includes a long association with Whitman-Walker Legal Services and the Washington Legal Clinic for the Homeless, for whom she has provided counsel and representation on insurance, discrimination, employee benefits, and public entitlements issues, advocating the rights of disabled and indigent clients. Previously, Ms. Gerber served as the executive director of the Legal Resource Center for Housing and Community Development (LRC), an organization dedicated to the creation of community partnerships between affordable housing providers (churches, shelters, tenant groups, nonprofit developers) and volunteer attorneys in the Washington DC metropolitan area. Under her leadership, the LRC facilitated the creation of tenant cooperatives, redevelopment projects and affordable housing construction in the District of Columbia, Maryland, and Northern Virginia. In addition to her housing advocacy work, Ms. Gerber developed and implemented the LRC's successful public education and volunteer training programs, recruiting and coordinating a team of over 100 volunteer attorneys from law firms, government agencies, and nonprofit groups in the Washington area. Ms. Gerber began her legal career as a litigation associate in the Washington office of Morrison & Foerster, where her administrative and civil litigation practice involved labor and employment issues, unfair trade and patent law, representation of financial institutions in federal receivership, bankruptcy and regulatory proceedings, immigration matters, and a significant amount of pro bono work. Ms. Gerber currently serves on Whitman-Walker's Legal Services Operating Committee, the Law Firm Pro Bono Project Advisory Editorial Board, Capital Area Immigrants' Rights Coalition Legal Advisory Board, the Washington Lawyers' Committee for Civil Rights Firm Representative Outreach Committee, the Lawyers for Children America Regional Leadership Council and the DC Employment Justice Center Advisory Board. Phillip Blackmon represents developers, lenders, and investors on all aspects of commercial real estate transactions, including the acquisition and disposition of properties, joint ventures, 1031 exchanges, financing, and leasing. He has also assisted clients with entity formation and the structuring of real estate transactions from both a legal and business perspective.
Sam Mudrick assists clients on civil and commercial litigation matters at both the state and federal level, as well as on immigration matters before the federal government. Mr. Mudrick has represented not-for-profits, corporations, and national governments on a diverse range of issues including trademark infringement, visa compliance, and sovereign immunity. Before law school, Mr. Mudrick's professional experience included employment in the capital markets division of a top-tier Mexican bank and the international arbitration practice group of a global law firm. During law school, Mr. Mudrick served as a law clerk to the Board of Immigration Appeals and was committed to pro bono representation of the underserved immigrant community in Central Virginia. Mr. Mudrick has lived in Argentina and Mexico and is fluent in Spanish.

Ms. Grundman came to Patton Boggs from the IRS office of Chief Counsel, Tax Exempt and Government Entities, where she focused on qualified retirement plans. Before joining the IRS, Ms. Grundman served as a judicial law clerk to the Honorable Ellen Segal Huvelle of the US District Court for the District of Columbia. Previously, Ms. Grundman served for seven years in a variety of capacities at the U.S. Department of Labor. In addition to managing the daily operations of the Office of the Deputy Secretary of Labor as chief of staff, she served as a policy advisor on matters relating to unemployment insurance, welfare reform, contingent workers, working women and genetic privacy.
Mr. Schneebaum is an attorney at Patton Boggs, LLP. He is a member of the litigation practice group and concentrates his practice in dispute resolution, including: litigation, negotiation, and arbitration; international law and trade; and the laws of the European Union. Mr. Schneebaum has served as chair of the Pro Bono Committee of Patton Boggs since its creation in 1983 and has written and lectured extensively in such areas as the defense of internationally protected human rights.
Ms. Billheimer advises on all aspects of trademark and branding practices and portfolio management. She has significant experience with commercial and multimedia licensing agreements, as well as due diligence for corporate transactions. Ms. Billheimer also counsels clients on Internet and e-commerce matters such as web hosting agreements and domain name disputes. Her litigation experience includes commercial disputes and claims of unfair competition, false advertising, and trademark and trade dress infringement. Previously, Ms. Billheimer handled a wide array of trademark matters for a large international law firm. She concentrated on domestic and international trademark portfolio management (including in Europe, Asia, and South America), and advised on high-profile trademark litigation. She was also a trademark examining attorney at the U.S. Patent and Trademark Office, where she examined foreign and domestic applications and participated in ex parte TTAB proceedings. Before law school, Ms. Billheimer worked for a high-technology market research boutique in California, where she investigated specific technology topics (e.g., privacy, b2b Internet commerce, and wireless issues) and provided analysis to large multi-national companies. Ms. Billheimer served as a judicial extern for the Honorable F. Bradford Stillman in the U.S. District Court for the Eastern District of Virginia. She is fluent in German.
Tanya DeRivi assists municipal governments, non-profit, and university clients on a wide range of policy areas. Her efforts include research, development, and implementation of legislative strategy to advance federal agendas including environment, energy, social services, housing, and homeland security policy. She focuses on securing federal funding for clients through the Congressional authorization and appropriations processes. Before joining Patton Boggs, Ms. DeRivi represented the City of Los Angeles in Washington, D.C. on federal issues affecting the city's utility. In this role, she advised the Los Angeles Department of Water and Power, Los Angeles Mayor's Office, and Los Angeles City Council offices on policy issues pending before Congress and executive agencies, including water resources, renewable energy, transmission siting, climate change, mine safety, and chemical security. She also represented the City before various national trade associations to advance the utility's legislative agenda. Ms. DeRivi has advised two Los Angeles Mayoral Administrations on local, regional, state, and federal utility issues.
Ms. Beasley also has significant experience advising clients on election law related issues. She assisted on the 2004 Presidential election, and served as director of Legal Outreach & Planning for a major partner in the non-partisan 2004 Election Protection program an initiative that provided pro bono assistance to groups and individuals with the goal to ensure that eligible and qualified voters were able to vote during the 2004 election cycle. For her Election Protection efforts, she received the National Bar Association's Presidential Achievement Award in 2005. Before joining the firm, Ms. Beasley served as an associate at a major international law firm.
William Levay represents financial institutions and corporations in connection with corporate, securities and regulatory matters. His practice focuses on private and public offerings, mergers and acquisitions and general business planning.
William McGinley advises a wide range of clients on political law issues. Specifically, Mr. McGinley advises federal and state candidates, political party committees, political action committees, donors, political vendors, and grassroots lobbying and issue advocacy organizations regarding campaign finance, tax, corporate, ethics, and broadcast compliance issues. He also advises corporations and trade associations regarding the formation and administration of political action committees, political activities and communications, and ethics matters. In addition, Mr. McGinley represents clients before the Federal Election Commission (FEC) and other government agencies in connection with audits and enforcement actions. He also designs and presents compliance seminars for clients on political law matters. Before joining Patton Boggs, Mr. McGinley served as General Counsel to the National Republican Senatorial Committee (NRSC). In this capacity, he advised the NRSC and Republican senatorial campaign committees regarding ethics, campaign finance, ballot access, and other election law issues. He also advised the NRSC regarding the operations and activities of its independent expenditure unit. Mr. McGinley served as Deputy Counsel to the Republican National Committee (RNC), as well. He advised the RNC, state and local political parties, and candidates regarding campaign finance, presidential candidate ballot access, and other election law issues. In this role, he also served as counsel to the RNC Standing Committee on Rules, which makes recommendations to the national conventions concerning the Rules of the Republican Party and national convention delegate selection and allocation procedures.
