Mark E. Gaines, PE, has 20 years of progressive responsibility in design management services and as a design engineer on projects for PennDOT, the Pennsylvania Turnpike Commission and municipal governments. Mr. Dodaro brings to RDM over 35 years of service in various legal and executive level positions in the public and private sectors. Mr. Dodaro, in addition to serving as executive vice president for RDM, also serves as a partner in the municipal and development law firm of Dodaro, Kennedy & Cambest, and as a member of the Pennsylvania Turnpike Commission. Prior to his association with RDM, Mr. Dodaro served as solicitor for Allegheny County where he oversaw the development of legal agreements between the public and private sectors.
