Book Distribution 1960s In 1966, RIF founder Margaret McNamara organized a group of volunteers in Washington, D.C., to begin the first Reading Is Fundamental program. Its goals and methods continue today: Encourage children to read for pleasure by providing them the opportunity to select and keep books at no cost to the children or their parents, and involve parents and other community members in special activities that emphasize the fun of books and reading. This simple idea was so successful that the Ford Foundation provided funds for ten pilot programs around the country. As word of these successful programs spread, more communities became involved. By 1976, about 400 RIF programs operated around the country. At that time, the U.S. Congress recognized RIF's success by establishing the Inexpensive Book Distribution Program (IBDP), which was modeled on RIF's operations.
