ServicePower originally dates back to 1988 when a jointly funded European Development project (ESPRIT) between Bull, Siemens Nixdorf and ICL produced a toolkit based on PROLOG. Each company had different ideas for the technology. ICL called their toolkit CHIP (Constraint Handling in PROLOG). After re-modeling the scheduling techniques, ICL changed the toolkit's name from CHIP to DECISIONPower. ICL used DECISIONPower to deliver between 20-30 customized scheduling applications around the world. Clients included Hong Kong International Container Terminal port (scheduling containers to ships), Cathay Pacific, Swiss Air and South African Airways (scheduling aircraft to flights). Other examples include nurse rostering and food processing. However, the issue remained that each of these deliverables was extremely customized and therefore support costs were high and little of the functionality was re-useable without significant development.
