Brian Michl is Vice President of Information Technology Services and Chief Information Officer. In this role, Michl sets the company’s IT direction and strategy enhancing the effectiveness and efficiency of SRA’s business systems and infrastructure.
Michl began his SRA career in 1997 and has broad experience in technical leadership, project management, software development and systems engineering. Most recently, he served as Chief Software Engineer for SRA’s Technical Operations group, and as a Solutions Architect in Marketing & Sales. In this dual-role, he provided technical assurance, developed technical staff and implemented best practices and tools to support software projects. Michl also provided thought leadership and oversight on the technical approach for strategic bids.
During his SRA tenure, Michl has been honored with the SRA Staff Achievement Award, SRA Excellence Award and the SRA Leadership Award.
Michl graduated from Duke University, Cum Laude with a Bachelor of Science in Electrical Engineering and Computer Science.

Melissa Burgum is the acting Chief Financial Officer. Burgum joined SRA in 2005 and has been the SRA corporate controller since 2006. She also serves as the Company’s assistant treasurer and assistant secretary. As controller, Melissa oversees finance and accounting functions such as payroll, accounts payable, accounts receivable and financial reporting.
Burgum has more than 15 years experience in the government contracting business working at ITT Industries and Arthur Andersen LLP prior to SRA. Her broad industry experience in revenue recognition, regulatory compliance and other areas unique to government contracting are strong assets to SRA. Burgum also has experience ensuring compliance with financial reporting and government regulations and has participated in several acquisitions.
A certified public accountant, Burgum also holds a Six Sigma Green Belt and is a member of the American Institute of Certified Public Accountants (AICPA).
Burgum holds a B.S. with a concentration in accounting from the University of Richmond.

In this newly created role, Atkin will drive operational efficiencies to enhance the company’s performance and deliver more capabilities to customers as SRA focuses on organic services growth.
Atkin brings more than 25 years experience in the public and private sector delivering strategic management consulting and advanced IT technology services. He has been with SRA since 1999, most recently as Chief Operation Officer.
In addition, Atkin has managed SRA’s Civil Government business, helping civil agencies across the U.S. federal government to meet their mission and program needs through strategic management consulting as well as the use of advanced technologies. He also has served as Vice President and Deputy Director of the Civil Sector and, prior to that, started the company’s homeland security and critical infrastructure protection programs.
Before joining SRA, Atkin was a member of the U.S. Government’s Senior Executive Service and was Chief of Staff to the Deputy Secretary of the Department of Labor. He was also a director at the National Security Council and served with the U.S. Coast Guard, earning the Coast Guard Meritorious Service Medal, Commendation Medal and Achievement Medal. He has been a guest lecturer at the Army War College and National Defense University, and has participated in national exercises for the Chairman of the Joint Chiefs of Staff.
In 2007, Atkin was selected to an advisory committee for the American Council for Technology/Industry Advisory Council. Atkin has a Bachelor of Science in Government from the U.S. Coast Guard Academy and received a Masters in Public Administration from Harvard University’s John F. Kennedy School of Government.

Judith Sakowitz heads SRA’s quality assurance, process management and process improvement programs. These initiatives support SRA’s vision to “become the best company in the world – by every measure.”
In 2008, Sakowitz oversaw the ISO 9001:2000 certification of two Defense Sector business units and the renewal of SRA’s enterprise-wide Capability Maturity Model Integration (CMMI) L3 certifications. Sakowitz’s organization is also actively pursuing the extension of SRA’s ISO9001 accreditation, CMMi L4 certification and establishing an enterprise-wide Lean Six Sigma methodology for improvement.
Most recently, Sakowitz served as SRA’s Chief Information Officer, where she defined SRA’s enterprise architecture and daily operations and maintenance of its infrastructure. She established the company’s governance process for information technology initiatives and was responsible for the deployment of all Tier One systems.
Sakowitz joined SRA in 1982 as a systems analyst and was later chosen to define and establish the company’s quality assurance (QA) program. In this role, she developed procedures and processes for evaluating deliverables, software and product assurance. She also developed a QA training program for new employees, project managers and project QA officials.

Stewart Simonson joined Constella Group in 2006 as Vice President for Global Public Health Preparedness. In this role, Simonson leads Constella's preparedness programs and launches initiatives to broaden the company's extensive preparedness expertise and its support of both public and private sector constituents. He is also actively involved in public health preparedness outreach through speaking engagements, white papers, and various other media. Prior to joining Constella, Simonson spent nearly five years with the U.S. Department of Health and Human Services (HHS) where he served in a variety of senior advisory roles, most recently as Assistant Secretary for Public Health Emergency Preparedness. As Assistant Secretary, Simonson worked at the highest levels in government, reporting directly to the Secretary of HHS, Mike Leavitt, and former Secretary Tommy Thompson, who now heads Constella's advisory board. Simonson was the secretary's principal advisor on bioterrorism and other public health emergency matters, during which time he coordinated public health preparedness activities of the Centers for Disease Control and Prevention, the Food and Drug Administration, and the National Institutes of Health, including implementing the $5.6 billion Project BioShield Act of 2004. Simonson also represented HHS in negotiations with foreign governments and international agencies on public health preparedness matters, and was instrumental in preparedness planning for Pandemic Avian Influenza. An attorney by training, Simonson has been a dedicated public servant for nearly 18 years, serving in various leadership roles at both the federal and state levels, including HHS, the National Railroad Passenger Corporation and the office of the governor of Wisconsin. He is well-versed in both domestic and global public health preparedness issues, and he is also experienced in business, having begun his career working on Wall Street. Simonson has received several awards recognizing his contributions to public health, including The Surgeon General's Medallion and the FDA Center for Biologics Evaluation and Research's Public Health Achievement Award. As Senior Vice President of Technical Operations, Dave Matthews serves as SRA’s Chief Engineer and is responsible for all aspects of systems engineering and technical oversight.
Matthews brings to SRA more than 33 years of functional and program management experience in a broad range of complex, aerospace product development for the United States Department of Defense, the Federal Aviation Administration and international clients. He has extensive experience in leading projects through all phases of pre-proposal, development, site installation and support.
Prior to joining SRA, Matthews served as Vice President for Engineering Project Management at Sensis Corporation, where he led the execution of a ground/air task oriented radar program and provided engineering activity definition and programmatic support.
Matthews holds a B.S. in Electrical Engineering from the University of Pittsburgh.

As Senior Vice President (SVP) & Director, Marketing and Sales, JR Rydant oversees SRA’s business development, market research, pricing, proposal development, technical sales and IR&D efforts. Rydant returned to SRA in 2008 after spending six years serving as a marketing & sales consultant for the company, where he led a number of large-scale capture and proposal efforts.
Rydant first joined SRA in 1986 and has spent 22 years working in a variety of roles. After being hired into SRA’s Proposal & Pricing group, he was later promoted to Deputy Program Manager for the JOPES software development and integration contract, then Vice President and Deputy Group Director for the Engineering Systems Group. In this role, he oversaw daily activity in support of several hundred contracts, and led a number of large proposal efforts.
Later, he served as Chief Information Officer and SVP of Information Management & Technology, where he managed technical operations, IT infrastructure support, contracts, staffing and recruiting. Following, he served as SVP of the Commercial Sector and led the firm’s efforts to develop and sell commercial products based on NetOwl.
Before joining SRA, Rydant worked for GTE Government Systems as a systems engineer, focusing on radio frequency (RF) communication systems, nuclear weapon effects analysis and complex modeling & simulation.
Rydant holds a B.S. in chemical engineering from the Massachusetts Institute of Technology and a M.S. in chemical and nuclear engineering from the University of California, Santa Barbara.

As General Counsel, Mark Schultz is responsible for managing all corporate transactions along with business, employment and contract law activities.
Schultz has nearly 25 years of legal experience, with a special emphasis on international law. Prior to SRA, he was with Raytheon Missile Systems as General Counsel and was responsible for all legal matters of the $4.5 billion business. Prior to Raytheon, Schultz was a partner at two international law firms, Sidley Austin and Perkins Coie.
Schultz is a member of the New York, Washington and Tokyo Bar Associations and is on the board of directors for the National Law Center for Inter-American Free Trade. He graduated from Harvard Law School, magna cum laude and was a member of the Harvard Law Review.

Good serves on the boards of several non-profit organizations and is a founding member of the Penn State’s Women’s Leadership initiative, a program focused on accelerating the leadership development of women in their junior year of college. Michael Fox is the Senior Vice President for Strategic Development. He is responsible for leading SRA’s strategic planning activities, identifying future market growth opportunities for the company and developing marketing campaign plans for strategic business initiatives. He participates in merger and acquisition activities ensuring acquisition targets support SRA’s long-term strategic plan. Fox also works closely with acquired companies to optimize and accelerate business synergies with SRA. Fox remains significantly involved in SRA’s business development efforts, including leading major capture activities for the company’s largest and most strategic new business opportunities and managing the company’s vendor alliances and partnerships. In this role, Fox works very closely with SRA’s three business sectors, technical operations, investor relations and the research and development organization.
With more than 20 years at SRA, Fox has held a number of leadership positions during his tenure, most recently as Senior Vice President and Director of SRA marketing and sales (M&S), responsible for providing full lifecycle business development, strategic pricing, capture and proposal support to SRA business sectors. The M&S function has oversight of the company’s GWAC/IDIC contracts and mentor-protégé program as well as providing market research and business intelligence support. Prior to leading M&S, Fox was the Vice President and Deputy Director of the Command and Control, Communications and Intelligence (C3I) Business Sector, now part of the National Security Sector. He also spent several years in federal sales, eventually serving as the Vice President and Director of Corporate Business Development.
Fox began his SRA career in the Boston office, with responsibility for growing the company’s command and control and information technology services business with both defense and civil agency clients. Prior to joining SRA, Fox worked for GTE Government Systems, providing systems engineering and technical sales support for U.S. Air Force command and control programs.
He is an active participant in numerous industry associations, including serving on the Public Sector Board of Directors for Information Technology Association of America (ITAA), as Chair of the Executive Biz 4 x 20 Business Development Committee and as an active member in the Armed Forces Communications and Electronics Association (AFCEA) and Professional Services Council (PSC).

Pat Burke manages SRA’s national security-related work, which spans the intelligence community (IC) entities; the Departments of Defense and Homeland Security; law enforcement organizations at the national, state and local levels; and other federal agencies with security-related missions. He is responsible for the design, development, implementation and operations of mission oriented systems, solutions, services, products and offerings. Prior to being named director of the National Security Sector, Pat served as the director of the C3I (Command, Control, Communications & Intelligence) Sector, and subsequently the Defense Sector — the two organizations that were combined to establish SRA’s National Security Sector.
Pat joined SRA in 1992 and has extensive large-scale program management, acquisition and IT systems engineering experience across a diverse set of clients and domains, including commercial and Federal Government clients. He has managed a host of large-delivery order contracts that have encompassed domains from C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance) and information assurance to logistics and finance. He also has led successful business expansion initiatives into new national accounts while directing several key acquisition initiatives and integration of those organizations.
Prior to joining SRA, Pat worked as a program manager at CEXEC, Inc., from 1988 to 1992 after a distinguished military career with the U.S. Air Force.

Dr. Volgenau founded SRA in 1978 and served as President and CEO until 2005. During that time, the Company grew rapidly from one person to more than 6,400 and has been profitable every year.
Dr. Volgenau has many years of experience analyzing, designing, and developing large technological systems of all types. During 20 years in the Air Force, he helped develop space boosters and satellites and taught in the field of astronautics. He also served as a team leader in the Office of the Secretary of Defense, conducting large-scale analyses of weapon systems and command structures. Dr. Volgenau later served as director of data automation for the Air Force Logistics Command.
From 1976 to 1978, he was director of inspection and enforcement for the U.S. Nuclear Regulatory Commission, managing an office of 700 engineers and physicists who inspected all U.S. commercial nuclear power plants under construction and in operation.
Dr. Volgenau received a PhD in engineering from UCLA and is a graduate of the US Naval Academy. He taught graduate courses in electrical engineering, computer systems, and operations research at UCLA, American University, and George Washington University for eight years.
In 2005 Dr. Volgenau received the Executive of the Year Award from Northern Virginia GovCon, an initiative of the Fairfax County Chamber of Commerce, the Professional Services Council, and Washington Technology. In 2006 he received the Lifetime Achievement Award from the National Capital Chapter of the Association for Corporate Growth, and Master Entrepreneur of the Year Award (Washington region) from Ernst & Young. Dr. Volgenau is currently Rector of the George Mason University Board of Visitors.

David Langstaff was elected to the SRA board in February 2004. From 1984 to 2003 Langstaff served as a senior executive of Veridian Corporation and its predecessor companies and was President, CEO and a member of the Board of Directors when the company was acquired by General Dynamics in 2003. During his tenure as CEO, the company’s annual sales increased from $100 million to $1.2 billion, and in 2002 he led Veridian’s successful initial public offering. In prior positions with First Boston International, Blyth Eastman Dillon International, and the Inverness Group, he focused on corporate finance, venture capital, and mergers and acquisitions.

Elected to the SRA board in 2008, Edmund P. Giambastiani, Jr. served as the seventh Vice Chairman of the Joint Chiefs of Staff for the U.S. Armed Forces from 2005 to 2007. In that role, he was a member of the Joint Chiefs of Staff and the nation’s second-highest ranking military officer. He also chaired the Joint Requirements Oversight Council, co-chaired the Defense Acquisition Board, and served as a member on the National Security Council Deputies Committee.
As NATO’s first Supreme Allied Commander Transformation and Commander, United States Joint Forces Command, Giambastiani led the transformation of NATO and U.S. military forces, capabilities and doctrines. His operational responsibilities have included both at-sea operations and the development of new technologies and processes.
Giambastiani is a graduate of the U.S. Naval Academy. He has been awarded numerous decorations, including 19 unit awards and commendations in recognition of the participation and accomplishments of his team.

An accomplished senior executive, Miles Gilburne has more than twenty-five years of experience in mergers and acquisitions, corporate strategy, venture capital and technology law. From 1994 to 1999, he served as Senior Vice President of Corporate Development of America Online (AOL), where he was responsible for strategic planning and major corporate acquisitions, joint ventures and alliances. Prior to joining AOL, Gilburne was a founding partner of The Cole Gilburne Fund, an early stage venture capital fund, and a founding partner of technology and media law firms in San Francisco and Los Angeles. He is currently a managing member of ZG Ventures, LLC, a private investment firm.
Mr. Gilburne holds a Bachelor of Arts degree from Princeton University and a law degree from Harvard University. He serves on the boards of Pharmacyclics, Inc. and Revolution Health Group. He is also a member of the board of directors of the Foundation for the National Institutes of Health.
