Sunflower Electric Power Corp.

Mr. Jesse has been a member of the Sunflower Board of Directors since 1990. He began his tenure at Pioneer in 1991, but has been involved in the co-op program since 1968. He graduated from high school in his hometown of Montrose, South Dakota and has participated in numerous training and educational courses during his career. He got started in the co-op program only one year after graduating from high school. He noted recently that his Dad set a great example for him because he was a strong co-op supporter and leader.

Mr. Severson joined Sunflower in 1983. He was recruited to negotiate the 1988 debt restructuring and manage all accounting and financial activities. He has been the lead negotiator in retaining several large customers and in the negotiation and administration of power sales and fuel supply contracts. He is also involved in the development of the expansion of Sunflower's generation portfolio. Severson received his undergraduate degree from Augustana College, graduating Cum Laude in 1974.

Mr. Hanks joined Sunflower in 1984. His responsibilities include external affairs, human resources, labor relations, purchasing, and information systems. He is involved in labor negotiations, management training, and non-union salary administration. He received his bachelor's degree in Education from Peru State College and his MA in Education Administration in 1972 from the University of Nebraska.

Mr. Williams joined Sunflower as Transmission Engineer in 1988. He served in several positions before promoted to his current position in 2006. His job functions include the management of the electric transmission function which includes transmission and substation operations and maintenance, construction, transmission engineering, regional interface, and system operations. He holds a Bachelor of Science degree in Electrical Engineering from Washington State University with a minor in Economics and a Masters in Business Administration from Colorado State University in May 2003.

Mr. Nolte joined Sunflower as an Auxiliary Operator in 1979. He served in several Plant Operations positions at the Garden City Complex before joining the System Operations department upon its inception in 1982. He assumed the Manager's position 2006. His job responsibilities include the management of System Operations department as well as working closely with Generation, Transmission and Executive operations to safely and economically supply power to Sunflower's Member Owners.

Mr. Linville began with Sunflower in 1992 as an engineering summer intern. After graduating from Kansas State University in December, 1992 with a Bachelor of Science degree in Mechanical Engineering, Linville joined Sunflower as a Generation Engineer I. Linville worked in the engineering group at Holcomb Station until moving into his current generation expansion role in September, 2006.

Mr. Chaney joined Sunflower in April 1982 as a Control Room Operator during the late stages of construction of Holcomb Station. He advanced within the Operations Department to his present position. His responsibilities include managing the Operations and Coal & Material Handling departments at Holcomb Station. He began his power generation career in 1974 at a gas and oil-fired municipal plant in Chanute, Kan. His coal-fired experience began in 1979 when he joined Colorado Ute Electric Association in Craig, Colo., as an Equipment Operator during the start-up phase of two 420 MW generating units. During his time at Craig Station, he achieved the skills necessary for a Control Room Operator position.

Mr. Seacat joined Sunflower in 2007. He is responsible for managing gas resource assets including Cimarron River Station, Clifton Station, Garden City Station, Great Bend Station and Fort Dodge Station. He began his career in the utility industry in 1983 as a Meter Reader for People's Natural Gas in Dodge City, Kan. During the next 17 years, he worked for People's Natural Gas as a Service Specialist, a Gas Marketing Specialist, and a Customer Service Supervisor/Manager. In 2001 he became Assistant Plant Manager for Aquila's Judson Large Station in Dodge City, and he was promoted to Plant Manager in 2004.

Mr. Ratts joined Sunflower in 2007. He is responsible for purchasing, stores and warehousing, and contract administration for Sunflower and MKEC (MKEC is the KS Elect transmission and generation locations that were acquired in the sale of Aquila to Sunflower). He began his power generation career in 1980 as a Plant Operator for Aquila at the Judson Large generating plant in Dodge City, Kan. In 1997 he relocated to Great Bend when he was promoted to Buyer/Planner KS Electric, and in 1998 he became Manager of Material Management. Ratts attended Dodge City Community College and has attended numerous personal development and purchasing/inventory courses.

Mr. Norman first joined the Sunflower Board of Directors in 1989. He has served the members of Wheatland Electric since 1979. He earned Bachelor of Science degrees in Mathematics and Electrical Engineering in addition to a Masters of Science degree in Mathematics from Kansas State University.

Mr. Reynolds joined Sunflower in 2007. His responsibilities include engineering and laboratory/environmental compliance support for Sunflower's generation facilities. He has 30 years of experience in the electric utility industry, previously holding a variety of positions with Basin Electric Power Cooperative and Hoosier Energy REC, Inc. He holds a Bachelor of Science in biology and a Master of Science in civil engineering from North Dakota State University. Reynolds is a licensed Professional Engineer in the state of Kansas.

Moss' educational background includes Stationary Steam Engineering and Power Plant Operations courses through the University of Chicago. Moss has continued his course work training with Western Kentucky University, Owensboro Community College, University of Evansville and Murray State University.

Mr. Ricard joined Sunflower in 1982 as an Electrician Assistant. Later he became part of the EI&C department, and in 1998 he advanced to Controls Coordinator. His current responsibilities include managing maintenance and activities at all of Sunflower's coal and gas facilities. Ricard's educational background includes two years of training in industrial electricity at North Central Kansas Technical College in Beloit, Kan.

His primary responsibility includes working with Member co-ops to develop wholesale pricing strategies and the development of Sunflower's wholesale and contract rates. He prepares testimony and serves as an expert witness before KCC. He earned his Bachelor of Science degree in Mathematics from Fort Hays State University and he also holds a Masters of Business Administration degree from Regis University.

Mr. Penrod joined Sunflower in 1988 as Manager, Engineering. He later served as Senior Manager, Power Production until being promoted to his current position in 1992. His responsibilities include state and federal environmental compliance, permitting, and reporting requirements for Sunflower's generation facilities. He led Sunflower's involvement in a DOE Clean Coal Technology program award and partnership arrangement with ADA Environmental Services which resulted in the selection of Holcomb Station for a full-scale mercury removal project. Penrod hold a Bachelor of Science degree in Mechanical Engineering from the Virginia Polytechnic Institute and he is a member of the American Society of Mechanical Engineers, the National Rural Electric Environmental Association, and the Air and Waste Management Association.

Mr. Ochs began his career on the Sunflower Board in 1979. He has twice served as the Board's Vice Chairman. His service to the Victory Board began in 1972 after he was asked to run by a retiring member of that Board.

Mr. Evans was elected Vice Chairman of the Board in 2008. He first joined the Sunflower Board as an Alternate Director from 1981-1984. He rejoined the Board in 2000. He has long been associated with cooperatives beginning in 1975 when he was asked to replace a retiring Board member of the Farmers Oil & Supply Cooperative. Evans currently serves as the President of Western's Board of Trustees, a position he's held since 1995. In addition to his cooperative work, Mr. Evans has been in banking since 1985 and, along with his sons, operates a feedlot, and raises forage crops, in addition to wheat and milo production on their 7,000-acre farm.

Mr. Seib has represented Lane-Scott Electric Cooperative on the Sunflower Board since September 1979. He began his co-op career four years earlier when asked by the Lane-Scott manager to represent Ness County. He served as Sunflower's Vice Chairman from 1983-1986 and as its President from 1986-1991. He previously served as a Director for the Western Fuels Association and Western Power Producers.

Mr. Rubart has been a member of the Sunflower Board of Directors since 1985. He has served as Vice Chairman and twice served as Chairman of the Board. He also represents Kansas on the Board of Directors for the National Rural Electric Cooperative Association. In addition to his co-op activities, Mr. Rubart continues to be involved with his business investments and is a devoted community leader.
