Early in 1886, Lt. Cdr. Charles Belknap, of the class of 1867, gathered 12 officers (on duty at Annapolis) and formed the U.S. Naval Academy Graduates Association. The first dinner was held during June Week, 1886; thereafter meetings were held almost every year for 40 years. As with any organization, the Graduates Association incurred bills and debt. To serve the increasing growth of Academy graduates, resources including staff were needed. The income of the organization had been unstable from the beginning. Efforts to raise money through a payment of dues proved unsuccessful. Members contributed two or three dollars at graduation to become life members, which entitled them to the rosters. When the depression set in, Navy pay became insufficient. During that same time an increasing number of students left the Academy and went into civilian life to make a living.
